Usually when one side blinks faster, it's because one of the bulbs is not pulling enough current. Most of the time, it turns out to be a bad ground. Take a look at how bright they're coming on. If one is dimmer, take a good look at the wiring.
I did have a truck come into the shop a while ago where someone put LED bulbs in place of the originals and they used so little current, both left and right flashed fast like there was a bulb out.

I had the same problem recently with a turn signal bulb on the tail lamp. Changed bulbs, it worked for a bit then realized the contacts in the bulb socket needed to be cleaned. Try to get the contacts in the socket nice and shiny and then use some dieletric grease to prevent corrosion.
