Should I drill the hole it says in the instructions or is it fine without it

I found this on the instructions “If you have an 03-04 D2 you will want to open up the hole in the tube once you have it out to remove the baffle. You can drill it out to 3/8 or larger or carefully just chop the top off. Then you'll have the best flow to the FV308.***”

I don't know what size the original hole is in the tube, but some years have a completely straight tube so there's no harm in enlarging it. Be careful not to get shavings into the rocker cavity though.

I use a tubing cutter and cut the top of the tube off with the restrictor

I have that exact tool . Does it matter what length I cut at?

You want enough length for the hose and clamp to be reinstalled.

If you look at the tube you can see mating point between the tube and the restrictor disc, the disc is inserted about 3/16" below that so cut that distance between the mating line.
