wipers acting up
Hello, are you new here?
Welcome to our little forum, the wiper switch acting up in cold weather is a common problem on DII's.
Same thing with the headlight switch.
I do not know why as the DI and DII use the exact same switch.

I can always tell when winter officially arrives here in Texas because my 03 Disco front wipers have a hard time waking up on cooler mornings. I jump in my Disco and start it up and because it is raining or we've had a heavy due I flip on the front wipers and pop it in reverse only to see my rear wiper going nicely but nothing from the front. So I put it in Park and tune in the radio and count to 30 or so. By then the front wipers have started.
I am convinced that it is a British conspiracy to get us Americans to slow down a little.
