handbrake adjustment, wheel feels like it's in gear

Default handbrake adjustment, wheel feels like it's in gear

as above, when I try to turn the rear wheel to see if the brake is binding it only rocks back and forth a little each way as if it's in gear. Had my Mrs sit in and depress the clutch, even though it's in neutral but it made no difference.
I read the manual about how to adjust it but can't see how I can check for binding. I know I'm probably doing something stoopid.
Any suggestions please?

because it's all wheel drive the wheel will only move a few degrees forward and back...he fact that you can move t at all may indicate that the brake isnt binding....right then anyway....here in the States they came standard with drum brakes in the rear, if yours is too ,just pull the drum off and investigate further....sometimes a good cleaning is all thats required...let us know how it goes

Thanks for your response, seems to be OK for the now so i'll leave it for a few weeks and remove the drums when I fit new tyres
