Default Brake lights...

Heres my issue, Ive replaced bulbs on both sides and have a issue with the lights. The passenger side is permanently bright, doesnt change with the brake pedal. The driver side will only light up if I turn on the headlights, and is permanently bright as well as if riding the brake. Where do I start, should I replace the driver side that only lights up when headlights are on? It has a dark spot on top where the housing began to melt, probably due to the lights being permanently bright.

What year and model?
What about your 3rd. brake light, is it working?

99' Disco I, middle light is lighted no matter what, also doesnt change in brightness, stays full bright.

I sounds like you have the fog guard lights on, third switch down on the right hand side of the speedo cover if I remember.

Its not the second set of red lights in the rear clusters, it is the top bulbs only (brake lights). Turning on the rear fog's didnt change anything, driver side brake light still doesnt work and the other lights have no change when the brake is pressed or depressed, they act as if the brake is constantly on.

if the rover was in my shop first i would remove the lens left and right
with the connectors still attached make sure the right bulbs are installed
and installed correctly (sometime the rubber seal next to the lens gets in the way
of putting the socket back in right) and removing the lens assemblys helps.
sometimes people will installed a single filiment bulb when it calls for a two filiment bulb.
2nd check the operation of the brake light switch (the one without the vacuum line)
using a test light.
lastly i have seen with bad grounds that the electrical system "finds" a ground through
the bulb filiment lighting it up, so check the ground wires on the lens connectors
using a multimeter on ohms setting.
