Default brake rotor

I took my 97 Disco in for brakes. The shop manual at two shops says the new rotor should be .988 and discarded at .866. Mine mesure .454
Auto Zone and Napa Auto have rotors that are .516 like mine. Has anyone else had this problem. These are front brakes. I bought the rig used so i don't know the history. But I don't think you can squeeze a inch rotor into the calipers and use new pads. The shop tech called the dealer and was told he never heard of a rotor that small but why does the two suppliers have them?
Any help would be appriciated

How many miles on your truck, have you changed your rotors before, do your brake shutter when warm and stopping hard?

110k mi on outfit and the rotors were changed when we bought it two years ago. we just changed the pads but the service tech won't pass the vehicle off on the state saftey check because his book says the rotor can't be any thinner than .866 So i'm not looking to change them but just get it to pass inspection and wanted so more info to give to the service tech. The problem is liability. He can't overide what his systen says is the safe thickness for these rotors. He said he called the dealer but it didn't help. Does anyone have a dealers part number or something else to help get me back on the road?
Thanks

Call the dealers parts dept and verify what the thickness is on the new ones and what is minimum specs.
