"The starter relay is energized by a signal from the engine control module (ECM) when the ignition is in engine crank mode.
The ECM checks that a valid code has been received before granting the engine crank mode request. When the request is
granted the starter relay energizes the starter solenoid to engage the starter motor's pinion with the flexplate's ring gear."

There are a large number of reasons why the ECM would not tell the starter relay to engage. All of them require the JLR SDD diagnostic software and a Mongoose cable to diagnose (assuming you already checked that all the cable connectors behind the glovebox are securely plugged all the way in). If one of them on the CJB is loose you may see this problem you are having. There is no way to reset the anti-theft system, or even diagnose it, without the software and the cable.

Just a thought, you said you had it up on jacks... was the engine splash guard removed? There is a switch (with a little arm) that prevents the engine from starting with the splash guard removed. Might check that switch, you can probably just short it out (google how to do that).

Huh? There's no switch down there anywhere in the schematics. Where did you read about this? If it's not in the schematics it means it was added by a third party in your vehicle.

I've never seen this either. I can start my LR2 with the splash(skid) guard off, it's how I set the transmission fluid level at temperature for reference.

No kidding, if such a switch actually existed no one would ever be able to use an infrared thermometer to check for transmission temperature when changing the fluid as the service manual requires...

Yes the splash pan is NOT reinstalled yet. I am curious though. What side and /or location is yours located.

IIRC it's kind of in the middle. It's pretty obvious, it has a soft plastic arm that hangs down with the shield removed.

Some mechanic disabled mine along the way, but it definitely worked at one point because I tried it. Somebody also did a video about trying to drive the car without the splash guard, apparently the suspension was all over the place without the structural support of the splash guard so there's a reason for it.

I'll take a pic next time I have it off.

I just went through the entire service manual and there is no mention of any switch or "soft plastic arm" behind the undershield. This is likely something someone added on their own. If you have a picture, please post it.

Finally... It appears that my new Mongoose Cable will POSSIBLY arrive tomorrow. I DID order a extra cable if anyone is looking for one. At the time there was nothing available that I could find in the States.
