Had the same problem and finally determined that both the fuel door actuator plunger (part number BPA780101G) and the bezel had to be replaced. The old actuator (small tooth had broken off) had to be pulled out with needle noze pliers but the new one fairly easily snapped in. Watch for spring that falls out when the actuator is removed - needs to go in before new plunger inserted. However the new actuator didn't catch old bezel on the fuel door even though that part didn't seem damaged. Replaced the old bezel and now works.
