My wife’s headlights stopped working. Both low beam and high beam yet the high beam flash works. I checked the fuses related to the headlights and they were good. I pulled the headlight switch and according to wire diagram, switch pin 15 should contact pin 56 when headlights on. See image. First and third pin on the right, top row. When I measured continuity read open when switch in headlight on position. I connected switch back up started engine and put headlight on. Then I shorted pin 15 and 56 together with a jumper wire. Still no headlight on. So I’m confused. Am I reading wire diagram right? See image below.

I discovered I made a few mistakes in above post. Turns out I was putting switch in wrong position when I was testing. I thought middle position was headlights on (not familiar with controls. Anyways the two pins mentioned above do mate in headlight on position and also high beams work. Just low beams not working. I guess I should check the bulbs themselves but I assumed not both would go out at same time. They are both fairly new.
You are right. Shorting 15 and 56 should cause the low beams to come on.
It looks like you are on page 162 of the wiring diagram. So fuse 62P in the Central Junction box behind the glove compartment seems to be the only fuse that is in line to the switch.
You should confirm you have 12 volts on pin 15 first. then may want to make sure you are getting 12 volts to the sockets when the switch in in the "on" position, so your suggestion of bad bulbs may be right.
Only other thing could be the FET-Dip-beam (G165 or G166) in the CJB not working.
