I tried it several times, and still couldn't get it to change. I took used my scan tool to see the transfer case data , I'm seeing the high/low switch working and it shows the solenoid stuck on low. I'm going to check the signal thats coming out of the module to see if its going to the solenoid and check the connector at the solenoid to see if im getting voltage from there.

Why is my parking brake light flashing, and brake light stays on, is this because the low range is stuck on low??

The parking system is pretty independent of anything else. Off the top of my head I am not aware of any other subsystem that can fault and then result in a parking brake fault. Unlike the tranmission or rear diff which can fault and cause the air ride to also fault as collateral "damage".

You may want to get the Rover specific codes for those systems and see what comes up. If you are having those sorts of problems, though, I would consider a wiring/fuse issue also.

The brake switch and rear globes can give all sorts of problems

Here is a PDF that may help you with that solenoid. There is a write-up, maybe on this forum, that details the testing of it as I mentioned before. But I think it also covers removal and install without needing special tools to energize it.

I checked the solenoid connector, and im getting 12v from the G wire, and got good ground at the S wire. I used a test light to confirmed that and it is working properly. I was trying to ohms the solenoid but i got nothing from there just OL. Do i have to energized the coil to get some kind of readings?

No, solenoid should be disconnected when testing for OHMs (resistance). If you are getting a high value or nothing, then it may indeed be bad.
