Default High beam on passanger side not working

As the title, it's just failed its inspection. Its a 2015. I looked for fuses and worked out it doesn't have one for the headlights. I then changed the main headlight bulb but the high beam still doesn't work on the passenger side

Has anyone dealt with this issue before?

The guy at the inspection place commented that there is often a small actuator that moves something that causes the beam to go higher, and it may be this that's broken.

Thanks
Dave

Low beam/high beam are the same bulb, so what precisely's not working correctly?

Changed the bulb and the regular headlight is working but it will still not go onto high beam. I assume there is a mechanical part within the light housing that directs the light for high beam?
