Which of these two cars should I get?
So, I'm unforunately on a kind of tight budget. I wrecked my car (first car) a few months ago, and we're still solving everything with the insurance company. We got full coverage instead of liability a few weeks before the accident and they didn't put it in their system yet, blah, blah, blah. Basically, the insurance claim is still pending.
I've found two cars within my budget. One is a 2000 Land Rover Discovery II (153k miles, 0 accidents, V8, automatic, 12/17 MPG, 188HP/250TQ). And the other is a 2000 Audi A4 2.8 Quattro (Quattro=turbo, V6, 0 accidents, 172k miles, 16/23MPG, 190HP, 207TQ). The Land Rover cosmetically, looks like it's in better shape. Although the Audi...well it's an Audi. It has some imperfections inside of the car, but other than that, it looks good.

The Audi has the possibility of being economical to drive and not needing $1000 - $2000 work to get it in shape. The Rover may well need head gaskets, new front drive shaft, oil pump, etc. I have owned both Rover and Audi (a 5000, back in the day). Both dealers are top notch but high priced. You'll have to DIY when at all possible. If you just want a cool commuter vehicle, stick with the Audi. If you want off road, Rover, but it won't be cheap to keep.
Since you are spending more than a few dollars, an indy inspection before purchase is advised on either vehicle.
