I don't think the damage needs to be involved in your discussions.
My warranty expired on 1/1/26.

I'm at 45k miles.

The first replacement was an easier sell as I was 2 months out of warranty and that side was undamaged.

I informed my service guy about the damage and will probably get a decision for JLR corporate on Monday.

The damage occurred 2 years ago so it seems pretty clear to me that the damage did not affect the headlight but who knows if corporate will see it that way.

Is it possible for a recall to only be issued for certain states?

I know some states require daytime headlamps which would make this a must fix whereas in my state there is no such requirement so this is more of a cosmetic issue more than anything else.

That's possible. I'm PA and DRLs are optional.

I wouldn't even bring up the damage with JLR because it's not relevant to your unit failure. And it might very well give them an excuse to not help you fund a replacement.

I was fortunate - my first failed about 2 months out of warranty - they replaced as under warranty and when the technician replaced it, the other one failed so they replaced that one too. There was a shoutout to Land Rover OKC in a different thread and I’ll second that. They have been great to work with from initial order, delivery, and service after the sale. Fortunate to live in OKC for many reasons - and a reliable and honest dealership is a godsend compared to past experiences.
