Does sound that way. But you could have corrosion on the battery terminals, the big cable on the starter, and if you follow the negative cable down beside the radiator you will find a bolt where it bonds to the frame. All of these spots need to be clean and tight. Also, in the underhood fuse box, there are two bolt down lugs at the front of the box, these need to be clean and tight as well.

Electrical connectors that carry high current only need a small bit of corrosion to cause a drop in voltage that would prevent operation. Use something on the order of a small wire brush, steel wool, fine sandpaper, a green scrubby pad. They should be bright and clean, and tightened.

Try charging the battery fully.

If there's any corrosion on the battery or terminals, you can pour warm water over the whole thing to clean it off. (It won't hurt the components or short anything out, don't worry.) Auto parts stores sell battery terminal cleaner in a little spray can, that works pretty good as well.
