That says the pin was sticking. A solenoid moves the pin magnetically by means of an electrical field. If the pin was stuck, the magnetic field could overcome the physical binding condition.
I would spray it good with either WD40 or PB50 (new PB Blaster Spray Lube) to keep it working good.

Discovery 1 Cannot shift out of park - fixed
Just had the same problem, loaded up ready for a day off and bam, no shifting.
Following everyone's advice (taillights worked, so not brake switch) disassembled to the solenoid. Tested solenoid circuit at the connector (8 wires or so, traced to the red/black (all black, no stripes) connectors) nothing. Tried red to ground, touched brakes and bam, closed circuit.
Ran hot to red on solenoid, black to ground and it worked every time. Short of chasing a ground wire through the loop, snipped black, connected to the shifter mount screws with a spade. Back in business!!!
Next time I'll remember to check the electrics before I dig all the way down to the part....pulled the solenoid out before I thought to check.
Thought of taking pictures just as I was buttoning it all up, so nothing to show. feel free to PM me if anyone has any questions.

also check to makes sure your battery is good. that is a 12v switch and will not let you shift out of park unless it is getting over 12v. had the same problem in my rover ended up being a weak battery. truck would still start and everything work like it should but was only getting like 11.2v so it would not shift from park

- I started the truck, couldn't shift out of park while depressing the brake pedal.
- No brake lights when depressed.
- Checked the blue 15-amp fuse, intact.
- Pulled the brake light switch, the plunger had actually broken, and the red sleeve had separated from the black housing.
- Replaced the switch (top one of the two above the brake pedal), back on the road again.
The switch was a PITA to get back in...I ended up hooking the bottom lip of the switch in first, and then levered it upward until the top snapped into place with the metal bracket.
I tried to consolidate the part numbers, too. Hope this helps someone.
