Radio, seats, & cigarette lighter not working

The Rave electrical manual (for a 97, you did not specify) shows radio is F6 (Sat fuse panel 2) and F3 (main fuse panel); both under dash. Page 155 of 591 (radio - NAS).

Page 281 of 591 shows Main fuse (bolt in) 3 under hood and F6 under dash for electric seats.

All those fuses appear good. For good measure I check all the fuses in both boxes and exchanged the target fuses.
I tried to test the sockets with a volt meter. In the box under the hood, I got 12v from everything. I tested by putting the negative on the battery's negative. The small fuses only gave me 12v on one side of the socket and on the large ones I got 12v from the screws on both sides of the fuse.

Under the dash grounding against the body didn't seem to work as I got no volts when the truck was on or off from any fuse socket. Not sure what I am doing wrong here.

Your ground used when metering under dash was not good.

F3 (main fuse panel) is not getting power.
F6 (Sat fuse panel 2) is getting 12v

I assume I need to see what is between F3 and the battery that could be the problem?

Is that one in the passanger foot well?

I downloaded RAVE, but it isn't working on my Mac. Is it only PC compatible?

Success! swapped out the k174 relay and power is back to everything.
I have attached the page that shows the location of K174 for anyone else that runs into this problem.
