I get about 14mpg - any clue on getting better than that?

I get 300 sometimes a little more. If you've been using the lower premium for a long time you may have done some engine damage.

I getting ready to replace the fuel filter on my 98 Disco 1 LE. I have read this thread and it's says, the location of the fuel filter is r/r wheel well. I looked, it's not there. Someone at Atlantic Britt, said the location is on the right just inside the bottom of the firewall. I can not see it, there either. Granted, I have not taken, loosen and etc, anything to look behind anything. Just thought, this great community, to see if you can give me a better idea of location.

Passanger side rear wheel well. Its up and to the right attached to the frame.

Thanks, Jake. I have found it. Now, to find the motivation to do this project. Anything else, I should be aware Of? I only have to filter. I did not get the "retro kit".

Running regular or mid-grade octane for a tank or two will not cause lower fuel economy, but can cause predetonation(engine ping) if run too long. Low mileage is most likely a combination of other issues/problems that need maintenance. As for the fuel filter, spray with brake cleaner and hit with a wire brush(non-powered), then brake cleaner again to loosen up the dirt and corrosion around the threads. Then spray with a penetrating catalyst(PBlaster or similar). Allow to work in overnight. If the fittings still will not loosen, try tightening a little, then loosen. Make sure you use line wrenches so you do not damage the fittings with a standard open wrench on stubborn fittings.
