04 Land Rover cranking issue

So today I replaced the crankshaft position sensor. Unfortunately this did not solve the hard start problem. The truck runs really good and does not seem to have any issues other than the hard start. Any ideas on what else I should look into? What else could be causing the hard starting issues?

It is a hard start regardless if it is cold/warm. Only time it isnt a hard start is if I switch it off and switch it right back on. Its like its not holding fuel pressure. I dont think the pump is keeping pressure in the fuel rails when the truck gets turned off.
This afternoon I took out the fuel relay and jumped it with a piece of wire and the truck started as it was suppose to instantly. I am assuming with this that I have a bad fuel pump regulator? I think I am in need of a new fuel pump? Does that make sense to you guys?
I have located a "new" fuel pump on ebay for a price of around $60, all the parts websites range from $275 - $300. Anyone had any luck with these from ebay?

Using a jumper wire made pump run longer than the 2 seconds it normally does when turned to key position 2. If you suspect prime is being lost, you can confirm with pressure gauge on the test port (hard to get at) and another test is to cycle the key on/wait 3 seconds/off several times before crank attempt. If fuel pump has to run longer to boost pressure before starting then leak down is certainly suspect.
