2004 Discovery Cooling Fan Running in Very Cold Weather

Have ordered a new fan clutch out of the UK. It's an OEM and even with the currency exchange and shipping it cheaper than anything I can get here in Canada or out of the US.
Since all of the prices on parts in the UK are much cheaper I have order some other items as well to justify shipping further.
They Ship DHL express and in the past when I have done this for my water pump and other parts, the stuff was at my door in just under 48 hours!
Here is hoping it's just the fan clutch!

I don't have a scanner or Ultragauge. The dash scanners like Ultragauge are not that easy to find here and i've yet to buy another OBDII scanner due to funds at the moment. My first couple of years with the Discovery were painless and now it's one problems after the next.
Before I go searching for the correct belt route, would you happen to have a diagram of it or know where to access it easily?
I have found the diagram up to a 2002 Discovery and I assume it's the same as a 2004. If so, My belt is correctly routed.
Cheers!

Main thing on belt route is belt goes under water pump pulley, not over. Fan should pull air thru grille and blow toward engine, a plastic bag should be sucked toward grille, not blown away.
As for scanner, perhaps some of your autoparts stores offer a free diagnostic read, and many of their higher end code readers also display live data. I would guess the truck also runs the fan when stopped at other places on your travels.
