Offer less, and if he accepts your price and indy mechanical inspection meet at the lien holder to pay off and exhange paperwork. Probably a title pawn company, maybe credit union; which means they may also have a set of keys to the vehicle you don't need floating around.
Having all work done at dealer is not impressive as it may seem, if you go by some Rover maintenance schedules a lot of things are geared for lease vehicles and real costs pushed on later owners. I'd be more impressed if maintained well ahead of dealer schedule.

I offered him 8500 and he said no...He didn't even have a counter offer. So I think he is looking for some shmuck who doesn't research cars.
