Replaced ATF and filter but can only get about 6 quarts in???

Replaced ATF and filter but can only get about 6 quarts in???

Just changed my fluid and filter on the 02 and could only get barely 6 quarts in. I was told it held 10 quarts, is this correct?

Holds close to 12 but you can only drain out just under 6 quarts.
How dirty was the fluid, if brown and a burned smell, do one more drain and refill to get out as much as possible.

So Im back to square 1 again with this kick back im getting with the tranny. I can only assume that it IS in fact the torque converter not refilling itself of fluid.
