That depends on what is wrong.
If it is a bad wheel speed sensor then it wont work on that wheel, if it is the slabs unit then it might not work at all, but it might work sometimes.
To many what ifs to say for sure.
I would just assume that no it wont work.

Normally no. If you have a minor glitish caused from squeaky brakes as an example, your ABS may still work. The only way to tell for sure would be to throw a panic stop on a loose surface and see if you can still feel the ABS pulsate thru the brake pedal.
