What is the point of the throttle body heater?
I'm in South Kentucky and have had my 99 bypassed for many years with no issues. Just be sure to bypass with a splice and clamps and not just block it off.
I fixed the leak 3 times and it would start leaking again after a few months.
One year we drove out to Colorado in the winter to ski and there were not any issues then, and it was very cold there.
So you can make the choice

I'm getting a lot of conflicting advice. For now I'm going to leave it bypassed. If I have any problems this winter then I'll fix it and also update this thread for anyone else who may have the same question as me in the future. Thanks everybody!
After the $2300 of work it just had done, I don't have the $22 to spare right now. It's either food and gas to work/college or a throttle body heater.
In that case, the air is so cold that the ice won't stick. The worst conditions are high humidity and temperatures above freezing - perhaps as much as +20C.
